Western Iowa Community Improvement Regional Housing Trust Fund (WICIRHTF)

Available in Cherokee, Ida, Monona, Plymouth, and Woodbury (excluding Sioux City) Counties in Iowa. Applications will be accepted throughout the year.  Applications will be reviewed by the WICIRHTF Board of Directors for funding decision.  The WICIRHTF Board of Directors may amend the program eligibility rules at any time. Approved projects will be required to provide at least 25% in matching funds to the project. The funds will be deposited into the WICIRHTF account prior to project start-up and will be disbursed pro rata with housing trust funds. Award amounts will vary and shall not exceed available funding. Awards terms will vary and may be made in the form of low-interest loans, forgivable loans, forgivable receding loans, grants, or any combination of these. For rehabilitation/construction awards, amortization may be from zero to twenty years depending on the award amount.

Eligible Projects:

  • Direct Homebuyer Assistance (such as downpayment and closing cost assistance)
  • Housing for special needs populations
  • Repair/Rehabilitation of renter-occupied housing units
  • Capacity building for local housing agencies
  • Demolition of substandard and/or uninhabitable housing
  • New construction of owner or renter-occupied housing units (applicants must meet with housing program personnel prior to submitting an application)

Program Requirements

Household Beneficiaries:

Must meet income limits – applicant shall provide documentation that the households to be assisted have gross annual income for the household (all persons residing in the home age 18+) that does not exceed 80% of the HUD Median Family Income (MFI) limits for the county of residence.  See table below for 2014 HUD 80% MFI limits.

For Construction/Rehabilitation Projects

Property must be located in Cherokee, Ida, Monona, Plymouth, or Woodbury County (excluding Sioux City), Iowa.

Applicants shall own the property to be assisted and shall be current on taxes, utilities, mortgage payments, and housing insurance. The property must be covered by property and hazard insurance for at least the assessed value of land and improvements throughout the amortization period.  Property and hazard insurance must list SIMPCO as an additional loss payee. The property must continue to be owned by the applicant for an ascribed affordability period.  Security documents will be filed on the property, which will detail the terms of the note applicable throughout the affordability period. No assistance will be provided for properties located in the 100 year flood plain.

The property shall be clear of junk and any nuisances.

Rental properties may charge no more than the fair market rent to tenants of rental properties assisted with rental rehabilitation funding.

Property must be able to meet applicable city/county building codes (if applicable), and State and International Building code after rehabilitation/construction.
