SIMPCO proudly celebrated its 60th anniversary with a memorable Annual Meeting and Awards Ceremony held at the historic Warrior Hotel in Downtown Sioux City. The evening was graced by our respected guest speaker, Debi Durham, Director of the Iowa Finance Authority (IFA) and the Iowa Economic Development Authority (IEDA).
 
The event provided a wonderful opportunity to reflect on the remarkable journey of SIMPCO, from its humble beginnings to its current success. We extend our heartfelt gratitude to everyone who attended and made the night truly special.

We were honored to recognize and celebrate the outstanding contributions of the following individuals to the SIMPCO organization and the Siouxland Region.
The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is proud to announce Angel Wallace, Parks and Recreation Manager for the City of Sioux City, as the recipient of the Community Leaders Award. This award recognizes individuals who demonstrate exceptional leadership, community advocacy, and a lasting positive impact on the Siouxland region.

Angel Wallace has been a driving force behind numerous trail and recreational projects that have significantly enhanced the quality of life for residents throughout Sioux City. Her longstanding collaboration with SIMPCO has resulted in transformative improvements to the city’s trail system and public spaces.

In her role, Angel has served for many years on the SIMPCO Bicycle and Pedestrian Roundtable, contributing to initiatives such as decorative bicycle rack installations, active transportation events, and researching shared bicycle programs. Her efforts have helped promote active transportation and community engagement.

A talented grant writer, Angel has also played a critical role in securing millions of dollars in funding for trail development and infrastructure enhancements. Her strategic vision and tireless dedication have made a profound impact on the city’s recreational landscape.

“Angel’s leadership and passion for community improvement are truly inspiring,” said Michelle Bostinelos, Executive Director of SIMPCO. “Her work has not only advanced key projects but has also fostered a stronger, healthier and more connected Siouxland.”

The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is pleased to announce that Jeff Dooley, City Administrator for the City of North Sioux City has been awarded the Community Leader Award in recognition of his exceptional leadership, service and dedication to regional progress.

Since assuming his role, Dooley has been a driving force behind numerous initiatives aimed at improving housing, transportation, economic development, and overall quality of life for residents. His expertise in disaster recovery and infrastructure planning has been instrumental in strengthening the city’s resilience and long-term sustainability.

Currently, Dooley is leading efforts to secure funding and support to update the city’s 1976 flood mitigation plan for the Big Sioux River – an essential step in protecting the community from future flood risks. In addition to managing the daily operations of city government, he continues to champion forward-thinking solutions that benefit North Sioux City and the broader region.

Dooley also plans an active role in regional planning through his service on SIMPCO’s Metropolitan Planning Organization and the SIMPCO Water Resource Committee. His contributions help shape critical infrastructure and environmental strategies across Siouxland.

“Jeff’s leadership and long-standing commitment to the communities of southern Union County have made a meaningful and lasting impact,” said Michelle Bostinelos, SIMPCO Executive Director. “We are proud to recognize him as a true community leader.”
The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is proud to announce that Ron Hanson, Mayor Pro Tem of the City of Sergeant Bluff, has been named the recipient of the Community Leader Award in recognition of his outstanding leadership, service, and commitment to regional development.

Hanson has been a dedicated partner to SIMPCO, playing a key role in several impactful initiatives, including the Safe Routes to School/Complete Streets Coalition, the Senior Services Study, and most notably, the Sergeant Bluff Comprehensive Plan. His contributions have helped shape policies and projects that improve safety, accessibility, and quality of life for residents.

In addition to his project work, Hanson serves on SIMPCO’s Metropolitan Planning Organization (MPO) Policy Board, where his leadership continues to influence transportation and planning efforts across the Siouxland region.

“Ron brings not only thoughtful ideas to the table, but also a hands-on approach to turning those ideas into action,” said Michelle Bostinelos, Executive Director of SIMPCO. “His vision for Sergeant Bluff and his commitment to collaboration make him a true asset to the entire region.”

Hanson is known for his proactive mindset and his dedication to attracting resources and opportunities that benefit both his city and the broader community. His work reflects a deep commitment to making Sergeant Bluff a vibrant, thriving place to live.

The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is proud to recognize Bob Giese for his outstanding service and unwavering commitment to the organization and the Siouxland region.

Bob Giese has been a long-standing and highly respected member of the SIMPCO Board of Directors, most recently representing Dakota County, Nebraska and previously serving on behalf of the City of South Sioux City. In addition to his board service, Bob contributed to his leadership and insight as a member of the Metropolitan Planning Organization (MPO) Policy Board and the Dakota County Rural Economic Development Committee.

Throughout his tenure, Bob has been a tireless advocate for regional development and community improvement. He worked closely with SIMPCO staff, frequently seeking out funding opportunities and supporting initiatives aimed at enhancing the quality of life for residents across Dakota County and the broader Siouxland area.

“Bob’s dedication to public service and his collaborative approach have made a lasting impact on our organization and the communities we serve,” said Michelle Bostinelos, Executive Director of SIMPCO. “His leadership and support have helped advance key projects and strengthen regional partnerships.”

The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is proud to announce Mark Nahra, recently retired Woodbury County Engineer, as the recipient of the Outstanding Support Award in recognition of his exceptional services and contributions to the organization and the Siouxland region.

Mark Nahra began his tenure with Woodbury County in January 2009 and has been a dedicated and influential member of SIMPCO through his career. He served on several key committees, including the Metropolitan Planning Organization Transportation Technical Committee, the Siouxland Regional Transportation Planning Association Technical Advisory Committee, the Regional Legislative Committee, and the Water Resource Committee.

“Mark has been a consistent and collaborative force in regional planning for Siouxland” said Michelle Bostinelos, Executive Director of SIMPCO. “His insight, leadership, and commitment to regional planning have made a lasting impact on our organization and the communities we serve”.

Nahra’s contributions extended beyond Woodbury County, as he played a pivotal role in advancing regional transportation initiatives, including the proposed Southbridge Interchange, a project expected to significantly enhance connectivity and economic development in the Siouxland area.

The Outstanding Support Award is presented to individuals who demonstrate exceptional dedication, leadership, and collaboration in support of SIMPCO’s mission. Mark Nahra’s legacy of service exemplifies these values.

The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is proud to announce that the City of Sioux City has been selected as the recipient of the 2025 Community of the Year Award. This prestigious honor recognizes a community that exemplifies excellence in community and economic development, housing, transportation, and quality of life.

Over the past year, Sioux City has demonstrated exceptional leadership and innovation across multiple areas of growth. The transformation of the Missouri Riverfront through the Chris Larsen Park Redevelopment has created a vibrant public space featuring event areas, a splash pad, fitness stations, and more—turning a once-vacant site into a destination for families and visitors alike. The addition of over 10 miles of mountain biking trails at Cone Park has further expanded the city’s recreational offerings.

In the area of housing, Sioux City continues to lead with forward-thinking solutions. The city secured funding from the Iowa Finance Authority to develop a housing project for individuals and families experiencing homelessness. Additional developments—including the adaptive reuse of historic buildings into residential units and new construction of townhomes and single-family homes—are helping to meet growing demand and revitalize neighborhoods across the city.

On the economic development front, Sioux City has successfully blended historic preservation with modern growth. The restoration of the Warrior Hotel and Davidson Building has boosted tourism, created jobs, and breathed new life into the city’s urban core.

In transportation, Sioux City and SIMPCO recently adopted the 2025 Transportation Safety Action Plan, funded by a federal Safe Streets and Roads for All grant. This plan outlines strategies to reduce roadway fatalities and improve safety for all users. The city is also working with SIMPCO on the South Lakeport Street Corridor Study, aimed at reducing congestion and enhancing mobility along one of the city’s busiest corridors.

“What truly sets Sioux City apart is its commitment to collaboration,” said Michelle Bostinelos, Executive Director of SIMPCO. “The city has worked closely with SIMPCO on a number of initiatives—leveraging regional planning, transportation coordination, and development support to bring transformative projects to life.”

These accomplishments reflect a shared vision—driven by dedicated city staff, elected officials, and engaged residents—who work together to build a stronger, more vibrant community.

This prestigious recognition honors a county that exemplifies unity, resilience, and visionary leadership in advancing regional progress.

Woodbury County stood out for its exceptional collaboration, strategic planning, and commitment to sustainable development. A key highlight of the county’s achievements is its partnership with SIMPCO on the County-wide Comprehensive Plan update. This forward-thinking plan, shaped by community input and guided by data, sets a clear path for smart, inclusive growth.

“What makes Woodbury County truly deserving of this award is its unwavering dedication to collaboration,” said Michelle Bostinelos, Executive Director of SIMPCO. “From infrastructure to economic development, the county has consistently demonstrated what’s possible when local governments, communities, and regional partners work together.”

Among the county’s notable accomplishments:
• Southbridge Interchange: A long-standing SIMPCO priority since 2005, this critical infrastructure project has seen significant progress thanks to the leadership of county staff and elected officials.
• First Roundabout: In partnership with the City of Sioux City, Woodbury County opened its first roundabout, improving traffic flow and safety.
• Childcare Investment: The Woodbury County Board of Supervisors provided funding to support a new childcare facility in Moville, addressing a vital community need.
• Stormwater Solutions: The county worked closely with the City of Salix to address stormwater drainage issues, enhancing local infrastructure and resilience.
• Emergency Preparedness: Woodbury County Emergency Management continues to improve disaster response and preparedness, strengthening the county’s ability to respond to emergencies.

Congratulations to Woodbury County, Iowa – our 2025 County of the Year!

The Siouxland Interstate Metropolitan Planning Council (SIMPCO) is proud to announce Gary Bogenrief as the recipient of the 2025 Ron Rapp Award. This prestigious award, established in memory of long-time SIMPCO supporter Ron Rapp, recognizes individuals who have demonstrated exceptional leadership and enduring commitment to the organization and the Siouxland region.

Gary Bogenrief, a former member of the North Sioux City Council, has been an active and influential participant in SIMPCO since 2021. He has served on the SIMPCO Executive/Finance Committee, the Board of Directors, and the Water Resources Committee. In 2024, he was appointed as an alternate representative for SIMPCO on the Missouri River Recovery Implementation Committee (MRRIC), further extending his impact on regional planning and environmental stewardship.

“Gary’s dedication to SIMPCO and his passion for regional collaboration have made a lasting difference,” said Michelle Bostinelos, Executive Director of SIMPCO. “He has consistently gone above and beyond to support not just North Sioux City, but the entire tri-state Siouxland area.”

The Ron Rapp Award is presented annually to individuals nominated by the SIMPCO Finance/Executive Committee who exemplify the values of service, leadership, and regional cooperation. Gary Bogenrief’s contributions reflect the spirit of this award and the legacy of Ron Rapp.

Emily Guthrie is the recipient of the 2025 Skip Meisner Golden Carp Award. This distinguished honor is awarded annually to a SIMPCO representative or staff member who exemplifies exceptional leadership, dedication, and service to both SIMPCO and the broader Siouxland community.

Named in memory of SIMPCO’s founding Executive Director, Skip Meisner, the Golden Carp Award symbolizes resilience, strength, and the ability to thrive in challenging environments—qualities that Skip admired and that continue to guide SIMPCO’s mission today.

“As the most recent recipient of this award, it is my honor to recognize someone who truly embodies the spirit of the Golden Carp,” said Keith Radig, past SIMPCO Board Member. “Emily Guthrie’s contributions to SIMPCO over the past decade have been nothing short of extraordinary.”

Emily joined SIMPCO in 2014 and quickly became a familiar and welcoming presence at the front desk. Over the years, she has grown into a vital member of the organization, recently being promoted to Executive Assistant. In this role, she has taken on strategic responsibilities supporting SIMPCO’s marketing efforts and housing programs.

Behind the scenes, Emily is the creative force behind SIMPCO’s newsletters, social media, and public communications—ensuring that communities across the region stay informed and engaged. Beyond communications, she works directly with clients in SIMPCO’s housing programs, offering guidance with compassion, professionalism, and a deep commitment to public service.

“Emily’s kindness, creativity, and tireless dedication have made a lasting impact on our organization and the people we serve,” said Michelle Bostinelos, Executive Director of SIMPCO. “She is a role model for all of us.”
