The Iowa Association of Councils of Governments is the trade association for the 17 Councils of Governments (COGs) in Iowa. Nebraska Regional Officials Council (NROC)
The Nebraska Regional Officials Council is the statewide organization of Nebraska's eight Economic Development Districts (EDD). Siouxland Economic Development Corporation (SEDC)
The Siouxland Economic Development Corporation (SEDC) was formed in 1979 to help businesses start-up or expand in a ten-county area of Iowa, Nebraska, and South Dakota. SEDC is a non-profit organization that provides business loan programs and is governed by a volunteer board of directors and staffed by seasoned loan professionals. Iowa’s West Coast Initiative (IWCI)
Iowa’s West Coast Initiative was created through a partnership with economic development organizations in Plymouth, Monona, and Woodbury counties. The purpose of the group is to increase entrepreneurial activity in northwest Iowa and support small business growth. Siouxland Regional Transit System (SRTS)
Siouxland Regional Transit System (SRTS) is a demand-responsive, ADA-accessible, public transit system that provides public transportation services to the general public of Cherokee, Ida, Monona, Plymouth, and Woodbury counties in Iowa, Southern Union County in South Dakota, and Dakota County in Nebraska. The purpose of the South Sioux City Area Chamber of Commerce & Tourism is to advance the commercial, industrial, agricultural, civic, educational, and general interests of the South Sioux City trade area. This organization is dedicated to fostering a thriving business environment by supporting local enterprises, encouraging industrial growth, and promoting agricultural development. Additionally, it aims to enhance civic engagement and educational opportunities, thereby contributing to the overall prosperity and well-being of the community. Their mission is to increase business opportunities, improve the quality of life for residents, and boost employment rates by creating a vibrant and sustainable economic landscape that benefits everyone in the region. Siouxland District Health Department
Creating a “ healthy community for all” is the vision of the Siouxland District Health Department. This will be accomplished through our mission of "leading a collaborative effort to build a healthier community through improved access to health services, education and disease prevention."
Organized in 1916, the Woodbury County Health Department was responsible for improving health services and providing community education throughout Woodbury County. In 1978 the County and City Boards of Health voted to dissolve their individual boards and created Iowa’s only district health board and health department, under the authority of Chapter 137 of the Code of Iowa.
As the Public Health agency for Woodbury County, Siouxland District Health continues to evolve to address the needs of the community. Services include public health nursing, nutrition, laboratory, health planning and environmental services in Woodbury County with expanded environmental programs in ten northwest Iowa counties. Tri-State Incident Management Team (TSIMT)
The Tri-State Incident Management Team (TSIMT) was established in 2003 by the Iowa Department of Transportation (DOT) to address incident management within the tri-state metropolitan area. The team focuses on:
- Communicating upcoming events that might impact traffic.
- Coordinating dynamic message boards.
- Discussing upcoming construction and maintenance plans.
- Sharing information on upcoming enforcement activities.
- Reviewing past incidents to identify successes and areas for improvement.
- Developing and maintaining the Tri-State Incident Management Plan.
The group includes representatives from various agencies such as the Iowa DOT, Nebraska Department of Roads (DOR), South Dakota DOT, SIMPCO, law enforcement from Iowa, Nebraska, and South Dakota, fire departments, emergency management, 911 communication centers, county engineers, city officials, public transit, and tow truck companies. They meet monthly to ensure effective communication and coordination.
The proposed Highway Detour Plan covers the primary highway networks of Interstates 29 and 129, and US Highways 77, 75, and 20 within the tri-state area of South Dakota, Nebraska, and Iowa. The plan aims to provide standardized details for detour proposals and agency contacts when incidents necessitate lane closures or traffic detours. The primary users of this plan include fire departments, law enforcement, EMS, county road departments, city street departments, and transportation personnel.

Northwest Iowa Development
Northwest Iowa Development is a group of six counties creating a unified, targeted approach to developing and branding/marketing the Northwest Iowa region to attract quality new corporate locations and expansions and to attract skilled talent to support business growth. Western Iowa Advantage
Western Iowa Advantage is a collaborative effort of economic development officials in Adair, Audubon, Carroll, Crawford, Greene, Guthrie, Ida, and Sac Counties. The mission of this consortium is to work cooperatively to effectively market the many viable economic assets of this region. The effort will build a stronger, local, regional, and statewide economy.
The results of their work manifest themselves in job creation in specific industry clusters already prevalent in the region – in particular, manufacturing, renewable energy, and biosciences – as well as in other existing industries currently thriving here. Western Iowa Advantage is also committed to facilitating ongoing improvements in quality of life-oriented amenities, increased tourism, and other areas that will enrich the livability of the region. Dakota Valley Business Council
The Dakota Valley Business Council’s mission is to make a positive impact on the business climate of the 57049 zip code area. By being involved with and directing business climate issues, the Dakota Valley Business Council plays a significant role in a rapidly growing part of Siouxland where business excellence is the norm, not the exception. The Siouxland Initiative (TSI) is a private sector, not-for-profit regional economic development organization focused on increasing and enhancing employment opportunities in the tri-state region of Iowa, Nebraska, and South Dakota. Ida County Economic Development
Ida County Economic Development (ICED) is a nonprofit volunteer-led organization striving to increase rural vitality through economic opportunity and wealth creation for current and potential Ida County residents. ICED accomplishes this by focusing on education, entrepreneurship, and existing industry through collaboration on STEM learning projects, providing technical assistance, capacity-building activities, philanthropy, strategic planning, and engaging in projects that assist with sustainability and wealth-creating. Cherokee Area Economic Development
The Cherokee Area Economic Development Corporations (CAEDC’s) mission is to retain and attract business, agriculture, and residents to Cherokee County. Woodbury County Rural Economic Development
The Woodbury County Rural Economic Development’s (WCRED’s) mission is to increase the local tax base and foster job growth by attracting, retaining, and expanding targeted industries, including a special focus on small business growth, and thereby, enhance the quality of life for all residents of Woodbury County. WCRED works closely with businesses and communities to position Woodbury County for success and can assist by providing financial and technical assistance.
