The Executive/Finance committee serves as the recommending board to the Council of Officials and Board of Directors in matters relating to finance, budgets, contracts, personnel, benefits, project management, and as the nominating committee for the Council of Officials and Board of Directors elections.  

Meetings are held at 7:30 am on the 1st Wednesday of each month. Quorum: 3 members

The Board of Directors is the governing body of the organization. Responsibilities of the Board of Directors include: implementing policies, Interlocal governmental cooperation, project management, approval of plans and programs, budget approval, perform regional clearing house review and comment for federally assisted or insured programs and projects, appointment of the Executive Director, contract with member jurisdictions for planning services, contract with federal, state and local governments to manage projects and administer grant funds, provide adequate insurance coverage for the protection of the organization, and appoint members to Boards/Committees. 

Meetings are held six times per year and are tentatively scheduled for the 2nd Thursday of January, March, May, August, October, and December. Quorum: 7 members

The Transportation Technical Committee (TTC) is the advising board to the MPO Policy Board. The TTC is made up of technical staff representing areas of planning, engineering, and public administration from jurisdictions within the MPO. In combination of the SIMPCO staff, the committee conducts research, develops technical tools and analysis for the region, and advises the MPO Policy Board on technical and administrative issues related to regional transportation planning within the metropolitan area of Sioux City. 

Meetings are typically the Wednesday proceeding to the first Thursday during the months of January, March, May, July, September, and November. Quorum: 7 members

The Policy Board is the governing body of the MPO. The MPO is a group composed of locally elected officials, state department of transportation officials, and transit operators who provide a forum to determine transportation objectives to meet the needs of the Sioux City metropolitan area. The Policy Board is comprised of elected officials representing the different areas within the boundary of the MPO. 

Meetings are typically the first Thursday during the months of January, March, May, July, September, and November.  Quorum: 8 members

The Technical Advisory Committee (TAC) is the advising board to the SRTPA Policy Board. The TAC is made up of technical staff representing areas of planning, engineering, and public administration from jurisdictions within the SRTPA planning area (Cherokee, Ida, Monona, Plymouth, and Woodbury counties in Iowa). In combination with SIMPCO staff, the committee conducts research, develops technical tools and analysis for the region, and advises the SRTPA Policy Board on technical and administrative issues related to regional transportation planning within the rural planning area. 

Meetings are typically the second or third Wednesday during the months of January, March, May, June, September, and November. Quorum: 5 members

 The Policy Board is the governing body of the Siouxland Regional Transportation Planning Association (SRTPA). The SRTPA is a group composed of locally elected officials, state department of transportation officials, and transit operators who provide a forum to determine transportation objectives to meet the needs of the rural areas in Cherokee, Ida, Monona, Plymouth, and Woodbury counties in Iowa. The Policy Board is comprised of elected officials representing the SRTPA planning area.

Meetings are typically the fourth Thursday during the months January, March, May, June, September, and November. Quorum: 4 members

The SRTS Board of Directors is the governing body empowered to conduct the business for the Siouxland Regional Transit System.

Meetings are typically held on the fourth Thursday during the months of January, March, May, June, September, and November. Quorum: 3 members

The Transportation Advisory Group (TAG) is tasked as the advisory committee to develop the Passenger Transportation Plan (PTP), a required document for the SIMPCO MPO and SRTPA. The TAG and PTP document aims to link health and human services, private transportation providers, and public transit to help improve the mobility of people with disabilities, low-income populations, and the elderly.

The TAG may make recommendations to the SIMPCO MPO and the SRTPA. The TAG meets quarterly as announced. No quorum requirements

The WICIRHTF Board of Directors is the governing body which oversees the improvements of housing in Cherokee, Ida, Monona, Plymouth, and Woodbury counties in Iowa. The Board consists of equal parts, representing local government officials and private sectors.

Meetings are typically held on the fourth Thursday during the months of January, March, May, July, September, and November. Quorum: 6 members

The Water Resources Committee is an advisory group to the SIMPCO Board of Directors. The committee discusses issues and concerns with area rivers and flooding.

Meetings are typically held quarterly.

The Bicycle/Pedestrian Roundtable is a group of local stakeholders who have an interest in bicycle/pedestrian issues within the metropolitan area of Sioux City. The committee discusses and implements projects that help improve the bicycle/pedestrian infrastructure with the MPO.

Past and current projects have included: decorative bike racks, bike racks on buses, on-street bicycle network, bike-to-work day events, safe routes to school, walking school bus, sidewalk deficiencies analysis, downtown greenspaces, bike lanes, and trail connectivity. Current members include representatives from: city and county staff, Iowa DOT, Sioux City Blue Zones, Sioux City Community School District, Siouxland Trails Foundation, Siouxland District Health, Siouxland Cyclists, Downtown Partners, local bicycle shops, and citizens interested in bicycle/pedestrian issues. The committee may make recommendations to the MPO TTC and the MPO Policy Board. 

Meetings are typically held quarterly.

The Dakota County RED committee is a group that works to advance community and economic development strategies collaboratively and projects in Dakota County, Nebraska, that will enhance property, promote commerce and industry, support business retention, recruitment, and expansion, strengthen workforce development, and explore select commercial and industrial sites.

This group was formed in 2017 to develop and implement a rural economic development strategic plan for the county. Current members of the group include representatives from the following: Dakota County, Village of Emerson, Village of Jackson, Village of Hubbard, Village of Homer, City of Dakota City, City of South Sioux City, Northeast Community College, and the South Sioux City Area Chamber of Commerce and Tourism.

Meetings are typically held quarterly. No quorum requirements.

The committee oversees the five-year economic development plan development for SIMPCO’s Economic Development District (Cherokee, Ida, Monona, Plymouth, and Woodbury counties in Iowa and Dakota County in Nebraska). The group's purpose is to provide regional collaboration in sharing economic growth information, implementing the action steps outlined in the five-year plan, and granting applications. They also identify gaps and overlaps in economic development strategy and update the five-year planning document.

Meetings are typically held during January, May, and September but may meet more frequently during the development of the five-year CEDS plan. The CEDS committee can make a recommendation to the SIMPCO Board of Directors. 

The committee reviews and prioritizes regional legislative issues for recommendation to the Board of Directors. The committee may make recommendations to the SIMPCO Board of Directors.

The role of the IWCI is to identify, connect, inspire, and encourage entrepreneurs and entrepreneurial activity in Woodbury, Plymouth, and Monona counties. The committee discusses opportunities for people to collaborate and explore their entrepreneurial ideas and to put those ideas into action.

Meetings are typically held on the second Tuesday of every month.

The role of the LEPC is to form a partnership with local governments and industries as a resource for enhancing hazardous materials preparedness. Region IV service areas are Cherokee, Ida, Monona, Plymouth and Woodbury counties in Iowa.

Meetings are typically held on the third Wednesday during the months of January, July, and October. Except for April which is determined by the commission.

The commission was established by a 28E Intergovernmental Agreement for Cherokee, Ida, Monona, Plymouth, and Woodbury counties in Iowa. They are the governing body of Region IV LEPC.

One annual meeting is typically held on the fourth Wednesday of April with additional meetings held as needed.
